Carlsbad Police Make Assault and Hate Crime Arrest

Police had been searching for the suspect since April 2011.

A 22-year-old man is being held without bail on suspicion of assault with a deadly weapon and a hate crime. Carlsbad Police arrested Arturo Santiago on Thursday morning after matching him to surveillance video from an incident on a .

According to a police report, Santiago was arrested after arriving at the Vista branch of the San Diego County Probation Department for an unrelated issue.

Police believe he is the suspect who is seen in a surveillance video striking a man on the top of his head with a glass bottle while on a North County Transit Bus in Carlsbad. The police report said the assault was "unprovoked and appeared to be racially motivated."

During the incident, the suspect allegedly used racially derogatory slurs toward the victim. The victim was transported to the hospital and has recovered from his injuries.
