A study released Thursday shows 55 percent of juveniles arrested in San Diego County in 2011 tested positive for illicit drugs.
The study, conducted by the San Diego Association of Governments, also revealed that 63 percent of adult females and 58 percent of adult males arrested tested positive.
“Those who abuse drugs also are often involved in other criminal activities, such as shoplifting, vandalism, and driving under the influence,” said SANDAG Director of Criminal Justice Research Cynthia Burke. “Therefore, it’s important to target prevention and intervention services to at-risk populations to reduce the harm they do to themselves and others.”
Other findings include:
- Marijuana is the leading gateway drug—one in two youths reported that marijuana was the first substance they tried.
- 94 percent of youths have tried marijuana.
- 37 percent of juveniles and 42 percent of adults reported using prescription drugs illegally.
- About 50 percent of juveniles reported they had tried ecstasy. One in four had used more than one hallucinogenic drug, and more than three-quarters of users reported ecstasy was “very easy” or “easy” to obtain.
A total of 130 youths and a total of 776 adults were interviewed for the study.

However, IB's Proposition S has 19 separate regulations above and beyond Prop 215, SB 420 and the AG's Guidelines to protect both patients, and the community.
I admit it! Medical marijuana itself is 100% 'federal' civil disobedience. Injured, sick, and dying Americans in 17 of our 'United' States (and counting...) should not be forced to wait on a dysfunctional Congress, whose draconian cannabis laws are scientifically untenable and whose posturing is purely political. as you no doubt read, part of my objection is that it's against FEDERAL law.. that's one of the wrinkles that have to be ironed out.. how you do that is send people to congress who agree with you, and get the executive branch to buy in.. the active ingredient in marijuana is available in pill form..on a PRESCRIPTION basis.. doug

when and where did you ever see a 'mom and pop' dispensary? weed stores have only been around a few years...weed is $400/oz ...the stores are on lock-down - a person can't even get in the door until they identify themselves..and then they are only allowed in the lobby until their paperwork is processed... weed is more expensive in the stores than on the streets because they have to pay for the overhead....the three main demographics that use weed stores are the sick, old people like myself, and young adults that don't want to buy off the streets.. Just 3 decades ago violent felons were 34% of the prison population. Today they are just 7%. We need to make treatment available, not turn drug use into just one more huge money making machine for corporations which have absolutely NO interest in drug users getting clean. On the contrary, the prisons and their stockholders only make money because of unwarranted incarceration of non-violent offenders.
