The Carlsbad Police Blotter: Busy Week for Drug Arrests

The Carlsbad Police Department arrest log through Oct. 30, 2011.

Unless otherwise noted, suspects were booked into County Jail in Vista.

arrested James Wagner Duncan, 40, of Vista, on suspicion of possessing drug paraphernalia at Unicornio and Pearl shortly after 8 a.m. Oct. 30. He was released after signing a citation promising to appear in court on the matter.

Alma Rosa Quiroga, 33, of Valley Center, was arrested on suspicion of possessing drug paraphernalia at 3 a.m. Oct. 27 in the 2500 block of El Camino Real. She as released after signing a citation promising to appear in court on the matter.

A 19-year-old Oceanside man identified as Thomas Hector Neria, was arrested  on suspicion of auto theft in the 4200 block of Tiberon in Oceanside shortly before 3 p.m. Oct. 29. Bail was set at $25,000. Jail records show he was scheduled for arraignment on Nov. 1.

Jessica Joy Kisner, 24, no local address, was arrested on suspicion of being under the influence of a controlled substance in the 6400 block of Ambrosia shortly before midnight Oct. 28. Bail was set at $2,500. At the same location and date at about the same time, police arrested Richard Louis Medley Rogers, 33, of Oceanside, and Daniel Alfredo, 32, of Oceanside, on the same allegations.

Police arrested Levi Eugene Brown, 24, of Oceanside, on suspicion of possessing a controlled substance  shortly after 11 p.m. Oct. 27 in the 7500 block of Carlsbad Boulevard. Bail was set at $5,000. At the same location and the same date and approximate time, police arrested Rae Anne Hebert, 48, of Oceanside, on suspicion of being under the influence of a controlled substance.

A 30-year-old Encinitas man identified as John A. Arellano was arrested on suspicion of possessing a controlled substance in the 5000 block of Avenida Encinas at 3:26 p.m. Oct. 26. Bail was set at $5,000.

John William Holmes, 42, no local address, was arrested on suspicion of possessing methamphetamine at 10:22 p.m. Oct. 26 in the 2700 block of Haymar in Carlsbad. Bail was set at $5,000.

Police arrested Ricardo A. Dascanio, 48, no local address, on suspicion of being under the influence of a controlled substance. in the 2700 block of Haymar at 10:22 p.m. Oct. 26. He was released after signing a citation promising to appear on the matter.

A 54-year-old man identified as James Kevin Thomas, no local address, was arrested on a parole hold shortly before 4 p.m. Oct. 25 in the 3100 block of Tamarack. Records show he remains jailed on an unspecified violation of the terms of his felony parole.

Ryan Edward Busby, 20, of Castro Valley, was arrested on suspicion of making criminal threats and violating a court order shortly before 3 p.m. Oct. 22 at Rim Circle and Vale Blossom.  The alleged offense was reported in the 3400 block of Clear Cliff Circle, according to a report. Jail records show he is not eligible for release and has been sentenced to local custody for possessing a controlled substance and battery. His scheduled release date in April 16, 2012.

Police arrested Russell Carroll Murray, 57, no local address, on suspicion of theft with priors in the 2500 block of El Camino Real shortly before 5 p.m. Oct. 25. Records show he is currently jailed on a parole violation, burglary, theft of merchandise and possession of drug paraphernalia. A court appearance is scheduled for Nov. 7.

A 21-year-old man identified as Christian Earl Coleman, no local address, was arrested on suspicion of possessing marijuana for sale at 2:21 p.m. Oct. 24 in the 1000 block of Carlsbad Village Drive. Bail was set at $25,000.

Police arrested Paul Hojin Lee, 26, on an outstanding warrant in the 8000 block of Carlsbad Village Drive at 12:25 p.m. Oct. 25.
