Carlsbad Seeks Applicants for City Treasurer

In Carlsbad, when a vacancy occurs in an elected office, the City Council may call a special election or fill the vacancy by appointment within 60 days of the vacancy.

The Carlsbad City Council is seeking applications from residents interested in fulfilling the current term of the city treasurer, which expires in November 2014.

The city treasurer position became vacant Jan. 30 when City Treasurer Jim Comstock submitted his resignation.

The city treasurer is an elective position that has a term of four years. The city treasurer provides a direct voice of the people regarding the management of all cash and all investedpublic funds. The city treasurer's office is charged with the design of an effective cash management and investment program for the city and all of its agencies, including the Carlsbad Municipal Water District.

Among other activities, these duties include developing an investment policy for City Council approval, arranging for banking services, forecasting all cash receipts and expenditures, investing all inactive cash and reporting all investment activities.

To be considered for appointment as city treasurer, applicants must live in Carlsbad, be registered to vote, have a four-year college degree in finance or another business related degree, and have four years of financial work experience.  

Applications are available at the city clerk’s office, 1200 Carlsbad Village Drive, or on the city’s website. The deadline for submitting an application to the city clerk’s office is 5 p.m., Monday, March 4, 2013. Qualified applicants will be asked to make a five minute presentation at the March 12, 2013, City Council meeting to assist the Council in making a selection.
