Celia Brewer Named Carlsbad City Attorney

Brewer has 20 years of experience in public law and was the city attorney for the City of Solana Beach from 1999-2005.

The City Council is scheduled to vote on Celia Brewer’s appointment at its Jan. 8 City Council meeting. “Celia’s diverse experience and collaborative style will be a great fit for Carlsbad,” said Mayor Matt Hall. “Her legal expertise coupled with strong leadership and communication skills will be invaluable as the city faces future challenges and opportunities.” 

Brewer will succeed City Attorney Ron Ball, who is retiring Dec. 31 following 26 years of service to the City of Carlsbad. For the past two and a half years Brewer served as the interim port attorney and assistant port attorney for the San Diego Unified Port District.  Before that she was the assistant general counsel for the San Diego County Water Authority.

From 1999 to 2005 Brewer was the city attorney for the City of Solana Beach.  Other experience includes working as senior counsel for the law firms of Procopio Cory Hargreaves & Savitch and Foley & Lardner and a partner for the law firm of Brown Diven Hessell & Brewer.

According to Hall, Brewer’s experience with not just city government, but other public agencies in the region and work in the private sector was especially appealing. “Carlsbad is home to three lagoons, seven miles of coastline and major regional water, wastewater, power and transportation infrastructure,” said Hall.  “All of this makes for a complex legal environment well-suited to Celia’s background, style and experience.” 

“I consider it an honor to be of service to the City of Carlsbad and to bring innovative legal solutions that will help take an exemplary city like Carlsbad to its next level of service to its community,” said Brewer.

Brewer received her J.D. degree from the University of San Diego School of Law and her Bachelor of Arts degree in urban studies and planning from the University of California, San Diego. Brewer’s first day will be January 22, 2013.  Jane Mobaldi will serve as interim city attorney from Jan. 1, 2013, until Brewer’s arrival.
