Carlsbad City Manager Lisa Hildabrand's salary increased by $13,000 in December, U-T San Diego reported Sunday.
The raise came after some city workers agreed to a pay freeze, according to the newspaper .
Council members will also consider a raise for City Attorney Ron Ball at Tuesday's meeting.
